Funds allocated and bids invited for Tirana-Durres rail line and Tirana ARL [free access]

The European Union (EU) and European Bank for Reconstruction and Development (EBRD) have announced plans to allocate EUR72.4 million for the development of 7.4-km airport rail link (ARL) from the city centre to the Rinas International Airport in Albania and upgradation of a 34-km commuter rail line from the capital Tirana to the sea port of Durrës. The EU will provide EUR35.5 million in grant under its Western Balkans Investment Fund (WBIF), and the remaining EUR36.9 million will be provided by EBRD loan.


The total project cost for rehabilitation of existing line and construction of a new rail link is EUR90.3 million, which will be jointly funded by EU, EBRD and local government.


In December 2017, EBRD announced plans to allocate EUR190.5 million in loans for major railway improvements in the Western Balkans countries. The EU is providing more than EUR120 million in grants to ensure implementation of these projects.


Further, Albanian Railways has invited pre-qualification bids for the two projects (rehabilitation of Durrës–Tiranë railway and construction of new rail link). The last date for the submission of bids is May 31, 2018. The construction work is expected to be completed within 30 months of signing the contract.
