Kazakhstan invites EoIs for Almaty LRT DBFOM PPP [free access]

The Public Transport Department of Almaty has invited expressions of interest (EoIs) to design, build, finance, operate and maintain (DBFOM) the Almaty light rail transit system on a public private partnership (PPP) basis.


The city government will cover 50 per cent of the project cost of USD250.7 million. The last date for the submission of EoIs is November 29, 2018.


The PPP agreement will be valid for a period of 26 years with three years being allocated to finance, design, construct and commission the line and 23 years to operate and maintain the system. Upon completion of the concession term, the line will be transferred to the Public Transport Department.


The Almaty LRT will span 22.7 km and cover 37 stations. The average daily ridership is expected to be between 76,000 passengers and 112,000 passengers.
