In Sweden, the municipal governments, county governments and Government of Sweden provide subsidies for buses, light rail, metro, trains and ferries. However, in certain regions, public transport runs commercially and passengers have to pay full fare.

For the period between 2008 and 2017, total passenger boardings grew at an average annual growth rate (AAGR) of 2.72 per cent. During the same period, passenger boardings on subsidised buses, metro, light rail, trains and vessels grew at an AAGR of 2.72 per cent, 1.61 per cent, 3.48 per cent, 3.87 per cent and 7.30 per cent respectively. However, during the same period, passenger boardings on commercial buses and vessels declined.
