California to scale back HSR project [free access]

The state of California has announced plans to scale back the scope of the USD77.3 billion Phase 1 of the high-speed rail (HSR) project. Under the revised plan, the 191-km (119-mile) Merced–Bakersfield Central Valley section will be completed while the connections from San Francisco and Sacramento to Los Angeles and San Diego will be dropped. A major reason for the reduced scope of the project is the escalating project cost. The cost of Phase 1 has increased from USD64.2 billion in 2016 to USD77.3 billion in 2018 and is expected to further rise to USD98.1 billion over the next few years.
