ADB, Philippines sign loan for Malolos–Clark Railway project [free access]

July 11, 2019

The Asian Development Bank (ADB) and the Government of Philippines have signed a USD1.30 billion loan agreement for the Malolos–Clark Railway project. This forms the first tranche of a USD2.75 billion agreement signed between the ADB and the national government in May 2019. The loan will be used to finance civil works, including the construction of elevated viaducts, tunnel, bridge, and stations.

The Malolos–Clark Railway project is the second phase of the North–South Commuter Railway project, one of the largest mass transit projects in the Philippines. It will span 53.1 km from Malolos to Clark International Airport, Pampanga, covering seven stations. The rail line is expected to reduce the travel time between the terminal stations to less than one hour. It is expected to be fully operational in 2025.
