EMV and mobile ticketing to be deployed on public transport in Costa Rica [free access]

The government of Costa Rica has approved plans to deploy Europay-Mastercard-Visa (EMV) and quick response (QR)-based mobile ticketing systems on the public transport network in the country. This will make Costa Rica the first country in Latin America to deploy EMV and QR code-based mobile ticketing systems. The project will be executed by the national government, in collaboration with the Central Bank of Costa Rica/ Banco Central de Costa Rica (BCCR), Costa Rica’s Ministry of Public Works and Transport/ Ministerio de Obras Públicas y Transportes (MOPT), the Costa Rican Institute of Railways/ Instituto Costarricense de Ferrocarriles (Incofer), and the Regulatory Authority of Public Services/ Autoridad Reguladora de los Servicios Públicos (ARESEP). BCCR will be responsible for the development and operations of the central collection system, as an integrated service to the platform of the National System of Electronic Payments.


The project will be executed in phases commencing in February 2021. In February 2021, a pilot will be launched on select rail services to accept fare payments using debit, credit, and prepaid cards. By July 2021, the fare media will be deployed on all rail services. In September 2021, it will be deployed gradually on bus services.
