PPP contract awarded for Shenzhen Metro Line 13, China [free access]

MTR Consulting (Shenzhen) Company Limited (MTR Consulting) in partnership with China Railway Electrification Bureau (Group) Company Limited (EEB) has secured the contract to develop and operate Shenzhen Metro Line 13 on a public private partnership (PPP) basis. MTR Consulting is a subsidiary of MTR Corporation. The agreement for this project is yet to be signed.  The duration of the operations contract is 30 years.


The project will be undertaken by a joint venture (JV) of MTR Consulting (83 per cent stake), EEB (15 per cent stake), and a subsidiary of the Shenzhen Municipal Government (2 per cent stake). The scope of work includes track laying, rolling stock, and electrical and mechanical systems, including the signalling system and the automated fare collection system. The works will be executed at an estimated cost of CNY4.91 billion and will be financed via debt and equity. The construction works will be undertaken by Shenzhen Metro Group Company Limited.


Shenzhen Metro Line 13 will span 22.4 km and cover 16 stations. Passenger services are expected to commence in 2023.
